[users@httpd] rewrite niggle

I have a system working perfectly with a set of rewrite functions. Using 2.4.1 
with PHP5.4.0 ... http://rainbowdigitalmedia.org.uk/phpinfo.php

I've upgraded a second machine to 2.4.2 with PHP5.4.3 ... 
http://northwaypc.org.uk/phpinfo.php ... there is a problem with the php 
initialization, but the main problem is that the rewrite is not working
http://northwaypc.org.uk/wiki/view/Contact+Us gives an error rather than being 
wrapped to http://northwaypc.org.uk/wiki/index.php?page=Contact+Us

I can't see anything different in this area of the setup, but if I enable the 
RewriteLog command I get an Invalid command 'RewriteLog' error, yet the other 
rewrite entries don't give any problem. Actually - the working system gives the 
same error!

What is the easiest way of debugging what is going wrong?
