Welcome to the community and thanks for your contribution.
Yes, you are correct, the SurveyOptions.ftl should move from groovyScripts to the template.
We will fix this soon.
Just additional suggestion, you may specify Affects Version (release on which you face the issue) while creating the Jira ticket.

I confirm this issue does not exist on trunk or 17.12.
