1.8.0 Final RM Notes

This is mostly directed at Branko but putting it on the dev list anyway.

This is the instructions for the bits you need to do:

The most important thing to do is make sure to get the signed releases
move to release on dist 24 hours before the release to allow for
mirroring.

The rest of the work is mostly just sending the announcement email and
updating the website.

I've already generated and committed the docs based on the final
1.8.0.  So the only change there is updating the current link.
