Adding a new committer that just had their ICLA filed

Hello,

First of all whimsy is a really great tool and thank you for putting this out there.  Makes managing the community processes much easier!

We just had a new ICLA filed and recognized by Craig Russell for Andrew Lim.  I cannot seem to add him yet as a committer for Apache NiFi.  Is there a time delay to wait for or a process that I should initiate before his name becomes available in a search?

Correction: Craig DID create a new account request.  The infra team
processes these requests roughly daily.

There is a 10 minute time delay, but that isn't the issue here.

Andrew Lim does have an ICLA on file, but doesn't have an assigned ASF
id (known internally as an availid).  Craig generally issues a new
account request when he can find a vote on the individual in question,
but I gather that he was unable to find one.  This means that it is up
to the PMC to issue a new account request:
