Symptoms:

When a client asks [the Apache proxy] for a URL
containing non-standard characters, it returns
with error 404 (URL not found).  The URL in
question is the following:

http://hojas.pnic.pnud.org.pe/folio.pgi/spij/query=*/toc/{@1}/hits_only/depth=2?

Access to this URL works fine from the client 
with no proxy enabled.
