build.bat patch

Surprised nobody has complained about this.
 
Windows users with their own ant installations currently may have
problems building cocoon.
 
Attached patch brings build.bat inline with build.sh (ie always uses ant
from tools directory).

thanks for your patch. Does it work on all windows plattforms (W98 and W2K)
or is it NT specific?
