I need a way to pass [HDFS-13448] {{NO_LOCAL_WRITE}} to the {{DistributedFileSystem}} class.  The {{create}} method should pass all of the {{CreateFile}} flags to the underlying implementation.  The 'overwrite' flag should be removed and let implementation read this directive as a {{CreateFile}} flag.
