[DISCUSS] Fauxton HTML + CSS style guide added

Hi all,

We recently added a JS style guide for Fauxton development. I’ve expanded
it to also cover HTML and CSS (well, underscore templates + Less, really):

Feedback much appreciated! There's probably lots more to add.

Just like with the JS, the purpose isn’t to change direction at all: it’s
really just to formalize what we already have and iron out the odd
inconsistency here and there.
