SVN/Apache Permissions problems? (Could not open the requested SVN filesystem)

My repository runs fine with svnserve, however with Apache I get this 
error:

Could not open the requested SVN filesystem

My repos are all chown-ed to www with permissions 755. Could this be 
anything other than a permissions problem?

Hmm... My repository is FSFS. I originally set up Subversion/Apache 
from the MacDevCenter article (now out of date) which had instructions 
for Berkeley DB, and installed SVN 1.1 in opt/subversion. I later 
installed 1.2 in /usr/local/bin. This might be the root of the problem. 
Where does apache look for subversion?
