Part 1:  If JP thread sends Ack or End to JD for a Work Item not assigned there, the transaction is marked as Rejected and the MetaCas returned is null.

When the JD took > 2min to return the Ack the JP didn't timeout ... since the JP is meant to retry the Ack at least once perhaps the JD & JP should have a similar value for the timeout ... perhaps JP's should be longer so the JD doesn't have 2 outstanding Acks.
