Confirmed with all Linux versions since OOo 3.3.0.
Problem appears only if " is the first character before a "normal" character in
a paragraph. Blanks before doesn't change the behaviour.
"Test" one => 3 words
"Test two" => 3 words
Test "three" => 2 words
No difference between Tools → Word Count and File → Properties…: Statistics.
Same behaviour for "Current Selection" if the selection starts with a " (or
blanks before ").
