[PR] [Improve] Upgrade to support the new version API of Flink 2.2.0 [flink-connector-pulsar]

## Purpose of the change
Upgrade to support the new version API of Flink 2.2.0
## Brief change log
- *Change the internal design of `ProducerRegister`.*
- *Expose topic metadata query in `PulsarSinkContext`.*
- *Change the internal metadata cache in `MetadataListener`.*
## Verifying this change
