installing optional jars


Hello,
A newbie Axis question -
we just installed Axis 1.1 on Tomcat 4.1.24 with JRE 1.3.1_06

We need to do some xml encryption/signing work, so we need to place
xmlsec.jar to common/lib.
In our development work, this works out fine, but in production mode, we are
sharing a tomcat instance with other teams so we can't have our jars in
common/lib.

is common/lib only place where Axis's optional jars can reside?  where can I
place this xmlsec.jar so that Axis can see it?
