We seem to have re-thought whether deprecating Solr.xml is The Right Thing To Do or not, the consensus seems to be that we should keep solr.xml, _not_ be able to specify solr.properties but add an attribute to the <cores> tag in solr.xml, tentatively called autoDiscover=true|false (assume false for 4.x, true for 5.0?)

This really has to be done before 4.3 is cut, as in Real Soon Now.
