html manager help links broken

The help doc links from htmlmanager 
"/manager/htmlManagerServlet.helpHtmlManagerFile" and 
"/manager/htmlManagerServlet.helpManagerFile" are broken.  Do they need 
to point to html-manager-howto.html and manager-howto.html?

Yes, it's in TC5.  I see the right files are defiend in the manager 
properties file but somehow not getting picked up correctly.

This is in TC5?  Yes, defined in the properties file.
