[DRAFT] Resolution

As you may be aware, the River team is currently pushing towards
graduation and becoming a Top Level Project of the ASF.  Part of this
process is the creation of a "Resolution".  You can find our draft
resolution below.  As suggested by the Apache site, it's based on
someone else's (accepted) resolution - in this case Harmony's.  We'd
be grateful if you could take some time to review this resolution and
let us have any comments about it before we put it to an official
vote.

RESOLUTION FOLLOWS...

Establish the Apache River project

WHEREAS, the Board of Directors deems it to be in the best interests
of the Foundation and consistent with the Foundation's purpose to
establish a Project Management Committee charged with the creation and
maintenance of open-source software providing and implement of the
Jini and Java Spaces specifications, and other software that is
commonly associated with distributed Jini architectures, for
distribution at no charge to the public.

NOW, THEREFORE, BE IT RESOLVED, that a Project Management Committee
(PMC), to be known as the "Apache River Project", be and hereby is
established pursuant to Bylaws of the Foundation; and be it further

RESOLVED, that the Apache River Project be and hereby is responsible
for the creation and maintenance of software providing and implement
of the Jini and Java Spaces specifications, and other software that is
commonly associated with distributed Jini architectures, for
distribution at no charge to the public.

RESOLVED, that the office of "Vice President, River" be and hereby is
created, the person holding such office to serve at the direction of
the Board of Directors as the chair of the Apache River Project, and
to have primary responsibility for management of the projects within
the scope of responsibility of the Apache River Project; and be it
further

RESOLVED, that the persons listed immediately below be and hereby are
appointed to serve as the initial members of the Apache River Project:

* Jonathan Costers      (jcosters@apache.org)
* Peter Firmstone       (peter_firmstone@apache.org)
* Tom Hobbs             (thobbs@apache.org)
* Jim Hurley            (jhurley@apache.org)
* Sim IJskes            (sijskes@apache.org)
* Brian Murphy          (btmurphy@apache.org)
* Robert Resendes       (resendes@apache.org)
* Patricia Shanahan     (pats@apache.org)
* Greg Trasuk           (gtrasuk@apache.org)
* Jim Waldo             (waldo@apache.org)

NOW, THEREFORE, BE IT FURTHER RESOLVED, that Tom Hobbs be
appointed to the office of Vice President, River, to serve in
accordance with and subject to the direction of the Board of Directors
and the Bylaws of the Foundation until death, resignation, retirement,
removal or disqualification, or until a successor is appointed; and be
it further

RESOLVED, that the initial Apache River Project be and hereby is
tasked with the creation of a set of bylaws intended to encourage open
development and increased participation in the River Project; and be
it further

RESOLVED, that the initial Apache River Project be and hereby is
tasked with the migration and rationalization of the Apache Incubator
River podling; and be it further

RESOLVED, that all responsibility pertaining to the Apache Incubator
River podling encumbered upon the Apache Incubator PMC are hereafter
discharged.

Special Order 6E, Establishing the Apache River Project, was approved
by **VOTE RESULT GOES HERE**.

I always stick around (at least 6months, often 'forever') on the
private@ and dev@ list of all podlings that I mentor, not as a PMC
member but as an "interested ASF Member", since I don't want to
interfere with technical direction, and only provide guidance if
needed. Also allows me to withdraw silently.

I think this is obvious, but if it needs a vote, +1 on including Jukka 
in the proposed initial River PMC.

It's customary for some of the project mentors to stick around as PMC
member to make sure everything runs smoothly after the graduation and
to maintain a link to the ASF membership until the first River
committers get elected as ASF members.

If you're willing to suffer me for a little longer, I'd be happy to
join the River PMC in this capacity.

This part is normally added by the ASF secretary after the board
meeting. There's no need to include it in the resolution.

Shall we post the draft to general@incubator.apache.org? They can have 
their input at the same time whe have.

"The resolution should be proposed on the general incubator list before 
a VOTE is started to allow feedback. Once a consensus has been reached, 
a VOTE should be started on the same general incubator list by a member 
of the PPMC proposing that the IPMC recommends the resolution to the Board."

Suggested wording change:

"... software providing and implement of the Jini ..." to "... software 
providing and implementing the Jini ..."

A release is not necessary before graduation.

However, the board meeting on December 15 is very soon. Project
reports are expected at least two days before the meeting and it's
good practice to reserve even more time for proposed resolutions.
Also, we still need to tally up the community graduation vote,
finalize the proposed resolution and conduct the IPMC vote on
graduation before reaching up for the board (see [1]). There's no need
to hurry up, so I suggest we target the January board meeting instead.

To restart the thread, if i've understood correctly we are not required 
to do another release before graduating. So if can we make it for the 15 
december meeting, i would be a nice christmas present.

And we can always ask Benson if we are really lost, can't we?
