This patch add 'encoding' property into <ant:javadoc />.
'maven.compile.encoding' is used as 'encoding' value, but 
I think this property name is 'maven.source.encoding' rather 
than 'maven.compile.encoding'.

Javadocs would be garbled if encoging differ between
