I have been able to reproduce the described behaviour under:

OS: Windows 10
OO: 4.2.0

using the documents provided by the user that reported the issue. 

If the Export to PDF option is available in the program, it's functionality
should be consistent, no matter the document, formatting or selection. It is
significant to note that when the document is being exported as a whole, the
formatting is being kept in the PDF document. Exporting should work
consistently for all available options.
