   Just encountered this when trying to add a local package with extended utilities for a core package (e.g. `@myrepo/encoding/tinycbor` which defines some extra readers/writers for parsing/encoding to different storage). It would be nice if this was a supported setup, but at the very least this should issue an earlier warning about conflicting package names instead of failing during linking.
