deprecate: yes
improve documentation: I think that's the main issue for now (for example, in an apt file, is the date in the header a creation date or a last-updated date? sometimes, I know I updated the date in some site documents which may have been a bad idea if this date is the creation date)

remove: not now, since people will have to prepare their personal skins, and I don't want to make this a prerequisite for users to be able to use maven-site-plugin 3.5
