[ANNOUNCE] Welcome Ran Duan to join Teaclave as a committer

Hi community,

Let's welcome Ran Duan to join Teaclave as a committer.

He has contributed a lot to the Teaclave SGX SDK repository for years.
Right now, he is working on our next release.
