I think this report contains 2 independent requests:

A) Multi line input to show all contents together in input line, what is a DUP
of "Bug 45174 - Editing-line should show complete cell-text when moving to the
cell, as option"

B) User defined location for 'Input Line' instead of fix place above
spreadsheet contents. Might be similar to a toolbar.

Because of existing Bug 45174 I reduce this one to "B".

I never missed that option, and to me it is difficult to see benefit. Vertical
Input Line at least for western languages is not useful. But may be this has to
be rated newly with a resizable Input line (as LibreOffice has). If it's a big
rectangle instead of a single line LibO currently wastes a lot of room below
formula icons and range display, what underpins necessity for user defined
places for related elements, and for some applications it also might be useful.
With LibreOffice I created a quick mockup demonstrating possible advantages.

@Edwin Sharp:
Do you agree with my interpretation of your request? Can you contribute some
kind of "real life killer application" showing advantage of such a freed Input
Line?
