SLING-3750 introduced delaying of sending TOPOLOGY_INIT until the first vote has gone through. To remain 'backwards compatible', the new behavior became configurable (via 'delayInitEventUntilVoted').

Rethinking this, the backwards compatibility should not be necessary and it should be the default to delay the event. This goes together with getting rid of the '[isolated mode|https://issues.apache.org/jira/browse/SLING-3432?focusedCommentId=14492494&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-14492494]': there shouldn't be any isolated mode - and there should also not be a config option (delayInitEventUntilVoted) to have it at startup. 

Hence: this option should be removed, it should just be turned on by default.
