This bug is caused by a bug in the scm project. Please see http://jira.codehaus.org/browse/SCM-455 for further details.  When/if the scm bug is fixed, the change log plugin would have to be updated to point to the SCM release where it is fixed.

Plugin version 2.2-SNAPSHOT uses SCM 1.3 which fixes SCM-455.
Please give it a try.
