submit a DOAP file to site-dev for listing on projects.apache.org

Although Qpid is listed on the Apache.org front page, it is not listed in the indexes of http://projects.apache.org. It seems there needs to be a DOAP (description of apache project) file made, hosted somewhere public (ie the repository), and then submitted to site-dev or added manually to the relevant infra file if you have access.

There is a template DOAP maker at http://projects.apache.org/create.html that can be used to create an initial file to flesh out.

Commited a modified version of the attachment (to refer to the 0.6 release) to the svn repo at:
