A few drop down menus(Select’s) have tooltips and almost no checkbox has any. (Again this was brief sanity test). 

I think ToolTips for "Public" and "Featured" on template registration wizard would be worth reading for a new user.

Marking this Major as if Tooltips are at all required then these features are the few places they should go in first.
