**Describe the bug**
The Heron UI does not work. It fails to retrieve the Packing Plan from the Heron Tracker.
`heron-tracker` has the following log output: `"GET /topologies/packingplan?cluster=heron&environ=default&topology=acking4 HTTP/1.1" 404 Not Found`
I believe this `heron-tracker` handler was mistakenly left out when the `heron-tracker` was refactored to simplify the code. Should hopefully be an easy fix.
