[Vote] Release RC4 as M4 Final

Fellow Qpidians,

Please take a moment to verify the RC4 published at
http://people.apache.org/~rajith/qpid/M4/RC4/<http://people.apache.org/%7Erajith/qpid/M4/RC4/>and
vote your preference to release it as M4 final.
All licensing issues reported with RC3 have been resolved with this build to
the best of my knowledge.

Folks,

We found a few more loose ends with respect to ASF headers. I had to patch
RAT several times to get this going:)
We have also added the jython license to the LICENSE/NOTICE files and switch
the javax.servlet.jar to use the servlet jar from geronimo-specs project.

An RC5 will be available shortly.
