ACE project being retired (was: ASF Board Report for ACE - Repeated Reminder for October 2017)

Please note that barring the Apache ACE PMC stepping up with a project
report and showing that there is sufficient active interest from
existing committers to maintain the project, the Apache Board is likely
to make the project read only and put it in the Apache Attic at one of
the next two monthly board meetings.
