I couldn't edit the description, so adding it here:

We want the candidate to create a command line tool that can be run daily or weekly to analyze information about an open source community. It queries information from various sources (e.g. the Github API, the StackOverflow API) and builds a report about the latest state of the community. The specific features we want are:

 

Github Features
 * Find the list of users that opened their first PR in the survey period
 * Extra: Tag those PRs as a user’s first contribution “first-contribution”


 * Find users that opened their second and third PR in the survey period
 * Extra: Tag those PRs as a new contributor’s PR “new-contributor”


 * Find the list of users that opened their first Issue in the survey period
 * Extra: Tag those PRs as a user’s first contribution “first-contribution”


 * Find the list of users that opened their second and third issue in the survey period
 * Extra: Tag those PRs as a new contributor’s PR “new-contributor”


 * Find the list of PMC members and committers who are active in the survey period
 * Extra: Allow a longer range than the survey period. This requires designing the tool nicely.

StackOverflow features
 * Find the list of users that opened their first SO question in the survey period
 * Extra: Explore if they can be matched to github users


 * Find the list of users that answered their first 5 questions on StackOverflow
 * Extra: Explore if they can be matched to GitHub users

 

This tool must work for any OSS project under the ASF.
