[jelly] New SNAPSHOT

A new Snapshot of the commons-jelly jar has gone on to ibiblio, with 
today's changes, including the removal of the beanshell tag library.

The beanshell tag library is now in it's own jar: 
commons-jelly-tags-beanshell-*.jar.

Please let me know if this causes anyone problems.
