can't relocate var directory.

I'm trying to relocate the var directory to a different drive by modifying all 
the file:// values in the config file with file://d:/data/var  but this does 
not seem to work.  

I think there should be an easy way to specify the location of the var 
directory rather then having to modify every single entry.  Can't you use 
variable subst. like ant?
