Fix for RE: Publishing Error after install Cocoon 1.7.3 in JRun2.3.3+Apac he 1.3.12+Window 20

I upgraded from a working installation of 1.7.2 to a
clean installation 1.7.3 and had the same problem. I
backed out 1.7.3 and installed a fresh copy of 1.7.2
and the problem went away.

So I guess there are issues in 1.7.3, use 1.7.2 and
things should work.
