Keeping a list of the open stateKeyReader structs in the ScopedStateReader was holding on to memory for the life of bundles, leading to significant memory usage in large batch jobs. This removes that list altogether and puts the responsibility of closing the channel onto the stateKeyReader at EOF/on read error.

Fail's only called if the *local* DoFn fails.We need to protect against panics with defer.
Consider a Pipeline with DoFns `A -> B -> C.` Let's say `C` has an error and is able to return it.
If `B` and `A` are the simplest 1:1 DoFns, then the error is passed through and eventually gets caught. Great.
If `B` is using an emitter though then the emitter code is what's receiving the error, because the emitter is what calls the downstream ParDo.ProcessElement in for `C`.
Emitters don't pass out errors (by design), so the only way to send the error back up, is to panic. This is true for reflectively generated emmitters and code generated ones, but you can see the reflective one here along with another explanation of this: https://github.com/apache/beam/blob/e373d92f3e89396971038072e0e0d2489764ea30/sdks/go/pkg/beam/core/runtime/exec/emit.go#L119
Any reset behavior *has* to be happening in a `defer` to be safe during panics. Just like errors, we recover the panic, and report that upstream as a failed bundle, for the runner to possibly retry.

Review comment:
So this PR isn't ensuring all readers are closed in user panic/error cases like the flawed earlier approach does. A user panic or a dofn returning an error will leave readers open, causing other leaks.
Something also needs to change in exec/pardo.go to close any open streams in that case, using a defer to cover panic handling cases.
Essentially current change only works for happy path cases.

Hmmm might be fine then, assuming we defer the postInvoke instead of what we're currently doing. Essentially even if a user returns an error, it's still possible for user code to panic, or for the framework to convert a user error to a panic. So panics are inevitable, which means cleanups must happen in a defer to guarantee execution.
All the ReusableInput wrappers seem to close the streams on Reset(), except for ReIterables which don't track it's the iterators it's spawned out. This applies to both the [reflective](https://github.com/apache/beam/blob/e373d92f3e89396971038072e0e0d2489764ea30/sdks/go/pkg/beam/core/runtime/exec/input.go#L89) versions and the non-reflective code generated versions.
So if we do do the deferred cleanup, we move leak risk from All Side Inputs to just Re-Iterables, on bundle failure. I think that's a fair trade off if we call it out, and largely moot if the Cache is in effect. I think that's probably OK. Note that Map Side Inputs would also be similarly at risk, during bundle failure.
Regarding ScopedStateReader's Close, it's happening in the harness layer, which is insulated from user errors and panics since that path is called via a `callNoPanic` wrapper. https://github.com/apache/beam/blob/0a950972d1fad8c307e1bb463ece1c61b67ec230/sdks/go/pkg/beam/core/runtime/exec/plan.go#L118 This way it's always going to run, and failing bundles weren't going to leak anything.

Adding the comment here for the record since we already talked offline: the defer 100% will be added to the InvokeProcessFn() and InvokeDafaFn() cases since we know we'll need to do that. I'll likely re-write the postInvoke() loop to check if the cache has been instantiated too so we aren't sweating a potential nil pointer exception if we got a panic beforehand.
The question remains as to how we handle potential errors being raised by the deferred postInvoke() calls. It's a minor detail but I don't want to accidentally hide errors.

Gotcha, that callNoPanic wrapper is nice. Do you have any insight into how we'd handle potential errors thrown during Reset() calls in the deferred postInvoke()? Looking through all of the types that are handled here, none of them can actually return an error as written, but I'd rather not suppress any errors since I'll be doing more dev work down here with multimap support

The solution there is named return values with an anonymous closure function, which can then be overwritten by the deferred closure.

The open streams get closed in postInvoke() in the ParDo code and we could add some extra handling to the fail() method to clear out the side input streams too (e.g. check if the side input list is non-nil and call Reset() for them if not.) It's also worth nothing that there currently isn't a deferred usage for the ScopedStateReader's Close() function that I can find.
