I just tried your bundle locally by extracting it directly into my local repository. It didn't work. The reason is the wrongly named files:

        `-- 5.1

            |-- umlgraph-5.1-javadoc.jar.md5
            |-- umlgraph-5.1-javadoc.jar.sha1
            |-- umlgraph-5.1.jar
            |-- umlgraph-5.1.jar.md5
            |-- umlgraph-5.1.jar.sha1
            |-- umlgraph-5.1.pom
            |-- umlgraph-5.1.pom.md5
            `-- umlgraph-5.1.pom.sha1

All files umlgraph-5.1* need to be named doclet-5.1* to meet the artifactId "org.umlgraph:doclet" which you suggested inside the pom.
