After installation of struts-documentation.war, the local resource
http://localhost:8080/struts-documentation/userGuide/building_controller.html#config
(or similar, depends on your setup) refers to the struts documentation DTD
a few times. The links go to the Jakarta page in the internet,
currently to http://jakarta.apache.org/struts/dtds/struts-config_1_1.dtd ,
which bug 23161 says is out of date.
For people knowledgeable in XML, such a DTD is a key documentation feature.
On the other hand, it can be inconvenient to need internet access
to be able to read the DTD.
I suggest to include the DTD into struts-documentation.war,
and to update the links in the war file, that presently point to
the internet copy, to point to the included copy instead.
