The last detailed discussion on this happened about a year ago: http://markmail.org/message/7wr52lfm4kosqntf and there was no strong opposition. I guess doing it now for 3.2 is a pretty conservative move. The main reason being minimizing the support footprint. 

Also fwiw, Java 6 is also EOLd by Oracle in Feb 2013: http://www.oracle.com/technetwork/java/eol-135779.html
