ColumnVector has a variable to mark it is a constant ColumnVector or not. However, we still let constant ColumnVector prepate the space needed for all its capacity. Actually because constant ColumnVector only has one distinct value. It only needs to prepare one capacity. This can reduce its memory usage and speed up data access.
