The ImmutableMap/List we have right now is not really doing a good job in lookups (as it is linear) - I think we should finally remove it and just use normal maps/lists wrapped inside unmodifiable instead. 

Furthermore, we right now do iterate over caps/reqs a lot in order to find the ones inside a given namespace. We should look into using indexes for that.
