[RESULT] [VOTE] Graduate Apache Superset (incubating) as a Top Level Project

Dear Community,

I'm excited to announce the results of the vote to graduate Apache Superset
(incubating) as a Top Level Project! This is a huge and long-awaited step
for this community. Thanks to everyone involved in the
developer/committer/PPMC community, and thanks to our mentors and all at
Apache (and the Incubator in particular) who have made this possible!

The vote PASSES with 4 +1 (binding) votes, no 0 votes, and no -1 votes.
