QPID-2946: remove QMan binary convenience package from the 0.8 release

This is included in the (imminent) email announcing RC2 however I thought I
would call it out separately also: I have removed the binary convenience
package for the QMan QMF->WSDM/JMX utility from the 0.8 release process. It
is still included in the qpid-java-0.8.tar.gz binary convenience package due
to what that munges together, but that is a different issue for a different
day.

You can consult QPID-2945 for the specifics, but to summarise: In testing
the 0.8RC1 package for QMan, I have found it unable to connect to either the
0.6 C++ broker or the 0.8RC1 broker. Using the 0.6 QMan release package
works fine against the 0.6 C++ broker but apparently not fully against the
0.8 RC1 C++ broker, suggesting that even if the first issue was addressed
there are other problems to overcome, as QMan hasn't had any directly
intended change since before 0.6 (a year+).

So, QMan doesn't appear to be working currently and there doesn't seem to be
anyone actively maintaining it or even testing it works (I looked to be the
only one who did that during the 0.6 release process also). This combined
with the fact everyone has expressed interest in expediting our release
process and more aggressively holding to our schedules has lead me to the
conclusion it should simply be excluded from the 0.8 release in standalone
form.

I think this is the correct decision. So a big +1.
Sadly this piece of code has not had enough TLC lately which is a bit of a
shame.
I think it's a very useful component, but we can't simply ship stuff that
doesn't work.
