Palette plugin update

Hi,

Thanks to Geoff the last Spindle update (3.1.14) allows the palette 
plugin to edit the specification file without the specification editor 
open.

I've posted an update 0.0.6 which removes the check to make sure that 
the specification editor is open when a component is dropped on a 
template. The update also allows informal parameters to be edited from 
the property-sheet and tracks the components you drag and drop most 
often and provides a 'Most Used' folder in the palette containing the 
10 most used components so you don't have to go looking for
your 'favorite' components.
