I'm happy with the generated-site stuff being reprocessed each time if they are newer, and leaving it up to the reports to only update if their sources have changed.

I'm not yet applying these patches to give Jesse a chance to revisit to use the document map to test source against out, rather than needing to maintain the site-timestamp directory.
