the outstanding part of resources is a string decoding pattern for a resource e.g.

"property:foo" is resolved to a PropertyResource with name "foo".  Then we can
do things like:

<echo dest="property:foo">foo</echo> where dest is an alternative attribute to
file.  This will finish this off.
