damccorm opened a new pull request, #28532:

Right now, we're running into failures building wheels https://github.com/apache/beam/actions/runs/6230338095/job/16910242296
The failures come from installing the new numpy version with error: `No BLAS library detected! Install one, or use the `allow-noblas` build option (note, this may be up to 100x slower for some linear algebra operations).`
