[VOTE] Release Apache James Server 2.3.2.1

Hi there,

We have a security fix implemented in JAMES-1602 thanks to Steve Brewin.

I have uploaded a signed version of the artifacts on
http://people.apache.org/~eric/james-2.3.2.1/
