to be enabled separately

Michael Jumper commented on GUACAMOLE-474:
------------------------------------------
I've copied over the description from old [https://glyptodon.org/jira/browse/GUAC-516] (similar to what I just did with GUACAMOLE-446) as it seems cleaner and better defined. In particular I like the clear justification with examples supporting the underlying use case.

> It would be helpful if file downloads could be disabled while still allowing file uploads. In a classroom setting, it would be beneficial to allow students to upload files to a remote VM, but disable download of files like binary license files.
