[INFRA] New monitoring system and status webpage
FYI

The Infra team has setup a new monitoring service called "Circonus"
which is not really interesting for us. However, they also setup a new
status webpage [1] to see the health of all servers. And this is indeed
important for us as we see here and there some outages which can be
verified on the status page.

1) It generates the status page
2) It monitors among others the health of our services, so the right people
get an email when something does not work.
I am right now working on the next phase, where we will be able to see
traffic as a graph.

not there, because there are no problems neither with the vms or the URLS.
