   ## Overview
   
   8bed55760e744ef1e4821fc8c9304f25676cf237 surprised users of the image by overriding the configuration arguments.
   
   Since we require SM60 at present for this image, this breaks out that configuration aspect to a new `ARG` and defaults it to 60.
   
   This also reverts the default `-c` as requested.
   
   ## Testing recommendations
   
   `docker build -t couchdb:dev dev`
