[VOTE] Release Apache Training (incubating) 1.3.0 RC 1
Apache Training (incubating) Tools 1.3.0 has been staged under [2] and it’s time to vote
on accepting it for release. All Maven artifacts are available under [1].
Voting will be open for at least 72hr.
A minimum of 3 PPMC +1 votes and more PPMC +1 than PPMC -1
are required to pass. After the vote passes on the PPMC level, the vote will be forwarded to the Incubator General mailing list for a second vote at the IPMC level.
Release tag: release/tools/1.3.0<https://github.com/apache/incubator-training/releases/tag/release%2Ftools%2F1.3.0>
Hash for the release tag: 5ec6eef6c0eb14b9db0e39e58e8b0f0c1b9e3be3
As in the podling vote, 3 votes were cast by IPMC members explicitly indicating “IPMC” in their vote,
this RC carries over binding +1 votes by:
* Christofer Dutz
* Justin McLean
* Craig L Russel
Per [3] "Before voting +1 PPMC members are required to download
the signed source code package, compile it as provided, and test
the resulting archetype on their own platform, along with also
verifying that the package meets the requirements of the ASF policy
on releases."

Where are the sigs and hashes to check the download?
And the KEYS?
Also the email should include at least the SVN revision for [2], so it
is possible in future to tie this vote email to the artifact.
Alternatively, the hash could be included.
